The state Legislature continues its frantic pace of holding public hearings to receive input on 2011-12 budget proposals.  They have an early March deadline to adopt the budget, in order to get a revenue measure on the June ballot.  The full schedule of hearings is available in the Senate Daily File and Assembly Daily File.

On the local front, last week the Yolo County Board of Supervisors received the 2009-2010 Annual Report which is now available for the public to view online.  “Besides providing a summary of our organization’s many accomplishments in 2009-2010, the annual report is also a good resource for understanding county government,” said Yolo County Board of Supervisors Chair Matt Rexroad.  For more information, contact Beth Gabor, Yolo County Public Information Officer at (530) 666-8042.

9:00 am – Yolo County Board of Supervisors – public hearing to consider approval of an agreement that concerns the agricultural, habitat and water resources of Conaway Ranch and that, in particular, exempts certain proposed conservation easements from a County moratorium.  In addition, consider adopting related findings, determining that these actions are exempt from the California Environmental Quality Act, and rescinding all prior Board of Supervisors actions concerning a December 17, 2010 agreement on the same subject.

5:30 pm – Davis City Council – closed session conference with labor negotiators regarding employee groups/organizations: Davis City Employee Association, Davis Police Officers Association, Department Heads, Executive and General Management, Firefighters Local 3494, Police Lieutenants, Professional and Support Employee Association

    Though not posted on the Yolo County calendar (http://yolocounty.org/Index.aspx?page=595), the Board of Supervisors will hold a meeting this Tuesday at 9:00 am to rescind the action they took on December 17, 2010, and to re-consider the Conaway Ranch agreement.     Two questions:

    1) is the BoS action to rescind the Comway agreement, or simply enact a new version, i.e., from the notes provided: “In addition, consider adopting related findings, determining that these actions are exempt from the California Environmental Quality Act, and rescinding all prior Board of Supervisors actions concerning a December 17, 2010 agreement on the same subject.”

    2) So, if I understand correctly, again from your notes, we’re going to have a June election (and pay the expenses for opening the polls, etc.), but not get to vote for the City Council member to replace Don Saylor?

    Michael, I can’t answer question 1. You will have to attend or follow the meeting to find out. There was an interesting column on this topic by Stuart Leavenworth in Sunday’s Sacramento Bee.

    Regarding question 2, there is no certainty there will be a June election. The Governor must still get two-thirds support in the Legislature for his proposal to place a tax extension measure on the June ballot.
